Digital Competences (DigComp) are crucial for citizens today and in the future. In Europe, the average level in DigComp of well-educated citizens is approx. 56%. Several countries (Italy, Cyprus, Spain, and Greece) are below, and Austria is at the average (Source: DigComp Framework 2.0, P 19).
The COVID-19 situation showed that digital competencies are necessary for all people, generations, living conditions, and situations. The DigiComPass Project cares to create an environment to strengthen the digital competencies of European citizens.

The project’s Intention
The project addresses two priorities of the current Erasmus+ programme:
- Improving the availability of high-quality learning opportunities for adults
The aim of the project is to develop a modern accreditation model for digital competences (based on the DigComp 2.1 Framework for Citizens). This needs an effective Innovation and training boost for the trainers (as well as the training facilities).
Therefore, this project develops staff competencies that lead to overall improvements in the provision, targeting, and effectiveness of adult education. This includes assessment of prior knowledge and skills of adult learners, better and more innovative teaching methods, as well as strengthening the supporting role the adult education staff has in motivating, guiding, and advising learners in challenging learning situations. - Addressing digital transformation through the development of digital readiness, resilience, and capacity
The DigiComPass enables the participating training organisations to increase the capacity and readiness of institutions to manage an effective shift toward digital education. The project will implement the purposeful use of digital technologies in education and training for teaching, learning, assessment, and engagement.
This will be done in the frame of the technical concept of the implemented Flipped Learning 3.0 Framework. This implementation of the framework is a base for the development of digital pedagogy and expertise in the use of digital tools for teachers and trainers, including accessible and assistive technologies and the creation and innovative use of digital education content.
Results
The DigiComPass project is an innovative initiative aimed at revolutionizing adult education in the digital age. At its core, the project focuses on the development and evaluation of pilot courses centered around the items highlighted in the DigComp 2.1 Citizens framework.
Outcomes
- Training course for adult learners, based on Flipped learning 3.0
This training course used the DigComp 2.1 Framework and consists of five modules:Furthermore, these additional materials are developed by the team:- Flipped Instructional Design
This includes the Pedagogical Framework. The project is grounded in the principles of Flipped Learning 3.0, ensuring a learner-centric approach that emphasizes active, collaborative, and authentic learning experiences.
Another part in this document is the Quality-Enhanced Framework. DigiComPass emphasizes the importance of quality in course creation, implementation, and evaluation, ensuring that the educational offerings are both effective and relevant. An innovation is the use of the implemented Quality Circles. - Recognition Model for Europe
One of the standout features of the project is its comprehensive recognition model. This model outlines the curriculum, training environment, evaluation and grading criteria, and offers consistent certification that aligns seamlessly with the Europass CV. While designed for Europe, the model has been crafted with global applicability in mind. - Modern Digital Badges
Maintaining the digital focus, the project employs the open badges system for its recognition model. These modern digital badges offer a contemporary way to recognize and validate learning. - Floating Guide
To ensure the project remains relevant in the ever-evolving digital landscape, a “floating guide” has been developed. This guide outlines the adaptation process for future developments, ensuring the project’s longevity. - Training course
The training course, consisting of 5 modules, is implemented as an Open Educational Resource, on a Moodle server.

- Trainer’s guide (Implementation, Transferability and Evaluation Guide)
Recognizing the potential of the DigiComPass concept beyond adult education, a transferability guide has been created specifically for school education. This ensures that the project’s principles can be applied in diverse educational settings. - European Association
To ensure the continued growth and maintenance of the DigiComPass concept, the team established a European Association. This body will be responsible for upholding the standards and principles of the project.
